Local productivity is seductive because people can feel it. The work that used to take an hour now takes ten minutes. The blank page is less painful. The spreadsheet gets cleaned faster. The first draft appears before the meeting ends.

That feeling is real. It is also incomplete.

A system is only as fast as its constraint. If the constraint is not the step AI improved, the system may barely change. This is why AI can make individuals feel dramatically more productive while the company still misses deadlines, ships slowly, and makes the same decisions late.

Imagine a product team where engineers now use AI to produce code faster. If the real constraint is product clarity, review capacity, or release approval, faster implementation mostly increases the pile of work waiting for something else. The engineers are not imagining the productivity gain. They are faster. The system is still bounded by a different limit.

The same thing happens in GTM. A sales team uses AI to generate more personalized outbound. Reps produce more emails, account notes, and call prep. If the bottleneck is list quality, offer clarity, follow-up discipline, manager coaching, or buyer urgency, local productivity becomes more activity without more throughput. More motion, same constraint.

This is the difference between utilization and flow.

Most organizations are trained to see idle people as waste. They are less trained to see idle work as waste. AI makes this worse because it can make people look busy and productive while work sits in queues. The calendar fills with artifacts. The system fills with half-finished outputs. Everyone has more to react to. Nothing important reaches done much faster.

Throughput asks a harsher question: how many useful units crossed the finish line?

Useful units vary by workflow. Shipped product increments. Resolved support cases. Accepted implementation milestones. Closed decisions. Approved contracts. Qualified opportunities. Published analyses that changed a plan. Customer problems solved without reopening. The unit has to be tied to the work stream, not the tool.

Once the unit is clear, local AI gains can be evaluated honestly. A local improvement matters when it does one of five things:

  • removes or reduces the actual constraint
  • shrinks batch size so work moves sooner
  • reduces rework downstream
  • improves quality at the handoff
  • frees scarce review or decision capacity

If it does none of those, it may still feel useful. It may even be good for morale. But it is not a throughput intervention.

This is where leaders need to be careful with adoption dashboards. Usage metrics are not throughput metrics. Prompts per employee, active users, tokens consumed, documents generated, copilots installed, and hours saved can all rise while the system remains stuck. Those metrics tell you whether people are touching the tools. They do not tell you whether the operating model got faster.

The measurement frame should move from “who used AI?” to “which flow improved?”

Pick a workflow and draw the path from request to accepted outcome. Mark every queue, review, handoff, decision, and rework loop. Then place AI interventions on that map. You may find that the most popular AI use cases sit far from the constraint. You may also find unglamorous opportunities that matter more: better intake classification, cleaner handoff notes, automatic evidence packets for reviewers, faster exception routing, stronger QA checks, or decision memos that reduce executive back-and-forth.

That is the operator’s job: resist the obvious demo if the demo does not touch the bottleneck.

This does not mean every AI use case needs a full industrial-engineering study. It means the default ROI claim should be humble until the flow data agrees. “People like it” is adoption. “The task is faster” is local productivity. “The system produces more accepted outcomes with the same or lower load” is throughput.

Those are different claims.

The companies that get this right will probably sound less excited in the short term. They will say things like: “Coding is faster, but product review is now the constraint.” Or: “Support summaries helped, but escalation decisions still take too long.” Or: “We increased research output and overloaded the strategy team.”

That honesty is a strength. It tells you where to aim next.

AI does not repeal system constraints. It reveals whether leaders know how to find them.
