AI makes production cheaper. That does not make the whole workflow cheaper.
In many teams, the bottleneck moves to review.
This is the part of AI adoption that sounds boring until it breaks. A team can now generate more customer replies, account plans, research summaries, code changes, legal notes, variance explanations, product briefs, and meeting packets. The question becomes: who is supposed to judge all of it?
Review capacity is not infinite. It is a scarce operating resource made of attention, expertise, context, judgment, and accountability. AI increases the demand for that resource faster than most companies expect.
The symptoms are easy to spot.
Managers spend more time checking work that used to arrive slower. Senior people become quality gates for AI-assisted output. Teams create more drafts than they can approve. Review queues grow. Turnaround time stops improving. People start skimming because there is too much to inspect. Bad outputs slip through because the reviewer was overloaded, not because they did not care.
This is not a people problem. It is a work-design problem.
Review needs to be designed with the same seriousness as production.
The first decision is what deserves review. Not every output should receive the same attention. Some work needs full review. Some needs sampling. Some needs automated checks. Some needs review only above a risk threshold. Some should be reviewed before action. Some can be reviewed after the fact.
A low-risk internal summary does not need the same review path as an enterprise customer escalation. A routine data cleanup does not need the same approval as a pricing exception. A generated release note does not need the same scrutiny as a security incident response.
The second decision is who reviews. Review should sit with the person who has the right judgment, context, and authority. That may be the direct manager, but often it should not be. A policy expert, senior operator, account owner, legal reviewer, product owner, or QA lead may be the right reviewer depending on the work.
The third decision is what the reviewer checks. Vague review instructions create slow reviews. "Take a look" is not a quality system. A reviewer should know whether they are checking facts, tone, policy fit, customer risk, calculation logic, completeness, decision implications, or brand/legal exposure.
The fourth decision is how corrections improve the system. Review is expensive. If it only catches errors one output at a time, the system learns too slowly. Corrections should feed back into prompts, examples, source data, playbooks, routing rules, and training.
The fifth decision is when review can be reduced. A workflow should earn trust over time. If a class of work has stable inputs, low error rates, clear exception rules, and good monitoring, review can move from full inspection to sampling or exception-based review. If error rates rise, review tightens again.
This is how review becomes an operating system rather than a manager habit.
A useful review design includes:
- risk tiers
- reviewer roles
- review criteria
- sampling rules
- exception triggers
- evidence requirements
- turnaround expectations
- feedback loops
- metrics on error rates and rework
Without this, AI adoption creates a hidden tax on senior attention.
That tax is easy to miss because review often looks like normal managerial work. The manager is "just checking" a few more things. The senior IC is "just helping" with quality. The operator is "just validating" the packet. Then the whole system depends on informal review labor from people who already had full jobs.
Review overload also changes behavior. People stop using AI because getting outputs approved is too slow. Or they use it and skip review because the queue is painful. Both are rational responses to bad design.
The answer is not to review everything forever. That kills leverage. The answer is to review deliberately.
AI shifts the scarce resource from first draft production to judgment allocation. The companies that understand this will build review capacity into the workflow: who reviews, what they review, when they review, and how the system improves.
The companies that miss it will discover that faster output can still create a slower organization.
